There is probably a better way to handle this which facilitates LibreSSL users rather than a comment requesting they remove the port:libretls line; but I have tried for over a week now and not come up with something satisfactory and got-portable did a version bump, so I figured I would rather submit a Portfile which will pass GitHub Actions CI that can be merged, and leave additional improvements for later.
