CI failures are due to #23886 being merged with failing CI. Apparently #23935 may fix this.

But of course, CI on that PR was always going to fail, as it requires a manual download :>

Indeed, we trusted @Gcenx here, and there may be more fallout. He is moving from his own, personally controlled repo the big bad sea of the general repo. Things are different in the open ocean, he will learn.

Although nobody ever would have guessed his PR would have repercussions beyond itself. Guess it did.
