Creating a MIVS judge was failing to create the "IndieJudge" object due to a change in how we make admin accounts.
When MIVS judges get assigned a code, but then moved off the game, their code doesn't go back into the pool. This adds displays to admin pages that allows MIVS admins to see which codes are assigned to which judges so they can reconcile these issues.

Fixes an issue that was blocking MIVS judges from being able to review games. Also fixes an issue found earlier where creating a MIVS judge wouldn't fully work the first time.
