What does this implement or fix?
For adding sts proxy test.
As iptable command is needed to be called, new workflow file is created so new docker container can be used.
iptable command is called to block all traffic, except to the proxy server endpoint.
An existing sts test will be run in the new workflow, just in the proxy test environment.
Any other comments?
