support for setting up on Ubuntu 19.10 Eoan Ermine

this is first of releases, development is going to happen on dev branch now, master will be stable and for each release

features:

  • rewritten structure
  • changed structure for jetbrains IDEs to save configurations in ~/.config/ instead of ~./
  • time is correctly set to en_GB.UTF-8 locale
  • added mysql setup to root@root
  • fixed gsettings shortcurs to "array" notation for new gnome
  • removed Pictures folder - only Desktop and Downloads remain
