Update base docker image for A6000 GPU tests (#6681)

Update to a [container (24.03)](https://docs.nvidia.com/deeplearning/frameworks/pytorch-release-notes/rel-24-03.html) with python 3.10 as transformers dropped support for python 3.8 in their latest release. Note: nv-human-eval.yml was never completed and isn't used, it is just updated for any potential future support. Resolves: #6672
