A P0 issue for netperf is to figure out the large performance variance between machines.
Each machine has the same BIOS settings, are using SR-IOV, and are co-located.

Perhaps there is something to do with RSS settings?
Regardless, to clamp down on the variability of the data, we can assign tags to only assign jobs to specific machines.
