Update Azure.Core from 1.35.0 to 1.41.0 (#2824)

Upgrading to Azure.Identity 1.12.1 to addressed one vulnerability but pulled in Azure.Core 1.40.0 that has another. Make an explicit direct reference to Azure.Core 1.41.0 to resolve.
