[fmt] Update to 11.1.2

Fixes #42927
1.Remove upstream fix patch fix-pass-utf-8-only-if-the-compiler-is-MSVC-at-build.patch.
2.Fix spdlog according to the upstream patch to adapt to fmt 11.1.1 version.
3. Update wpilib to adapt to the new version of fmt. (wpilibsuite/allwpilib#7593)

• Changes comply with the maintainer guide.
• SHA512s are updated for each updated download.
• The "supports" clause reflects platforms that may be fixed by this new version.
• Any fixed CI baseline entries are removed from that file.
• Any patches that are no longer applied are deleted from the port's directory.
• The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
• Only one version is added to each modified port's versions file.

Usage test passed with x64-windows triplet.

Some downstream adaptation issues were encountered during the update process and are being fixed. If you want to update, you can resubmit a PR to update fmt.
