Attempt to get structures and API functions in place to call MWixnet with output from a completed transaction using Comsig + Onion libraries.

Add implementation to create mwixnet request from a wallet output
Add owner api function create_mwixnet_req (not exposed to json just yet)
Add option to lock associated output in wallet in create_mwixnet_req
