It looks like it's possible to use modello-stax for the Rule parser. Some adjustments had to be done -- removal of the
<vesionDefinition>from themdo, but this doesn't seem to have any effect if we don't want to validate the xsd.Plexus XML can't be removed yet because Xpp3 is still being used by Maven 3.6.3 (and up until 4.0.0).
