⌨️ What I did

• FEATURE: touch command #778
  위 pr 의 commit 을 하나로 만들때 중간에 merge 를 해서 rebase 시 이미 develop branch 에 반영된 파일 조차 files changed 된 것으로 표시되어 merge --squash 한 후 이 pr 을 올립니다.

그리고 현재 touch 와 gat 의 doc 을 모두 ch04 에 두고 있는데 doc 의 위치 검토 부탁드립니다.

cheesecrust/arcus-memcached의 feature/touch branch는
naver/arcus-memcached의 cheesecrust/touch branch로 백업해 두었습니다.

이후 릴리즈 시점에 touch 명령 추가를 다시 다루는 것으로 하고, 현재는 PR 닫습니다.
