Add tagkey for c:tools/wrench

Addresses FabricMC/fabric#4376

• Fixes convention log warning to now say to use c:tools/wrench instead of c:tools/wrenches. I forgot to change this warning when we fixed the pluralization of tools.

• Added a TOOLS_WRENCH tagkey for modders to use since this is a common tool and logs mentioned it already.

MDK installation

In order to setup a MDK using the latest PR version, run the following commands in a terminal.
The script works on both *nix and Windows as long as you have the JDK bin folder on the path.
The script will clone the MDK in a folder named NeoForge-pr1864.
On Powershell you will need to remove the -L flag from the curl invocation.

cd NeoForge-pr1864
curl -L https://prmaven.neoforged.net/NeoForge/pr1864/net/neoforged/neoforge/21.4.61-beta-pr-1864-Wrench-Tag/mdk-pr1864.zip -o mdk.zip
jar xf mdk.zip
rm mdk.zip || del mdk.zip
