Add netcompare action module and module.

Draft module for netcompare - collections with pre-defined jdiff checks.
This PR is in draft yet, this is to present the idea on ansible module.

Prerequisites:

• netcompare must be published
• ntc-ansible must be converted into galaxy collection

Not yet, netcompare lib must be first open-sourced. Without that no one will be able to install it with pip.
