This adds the new (significantly more expensive) fees for Rabobank. The maximum service fee was dropped, making Rabobank more expensive for portfolios > € 233,000.

This is my first time contributing, I hope I did it all alright.

Thanks @willemstuursma for the pull request! You did fine, nothing to worry about 😃

As mentioned in #57:

Usually my policy is to only use fees that can be publicly verified, but I've gotten emails and there is this Reddit thread which confirm the same information, so I'm willing to make an exception.

I will merge this PR now so the changes will be visible on the website soon.

Note that the fees are now updated on the Rabobank website. The URL stayed the same.

I note that the costs overview now mentions a transaction discount based on the transaction costs in the year before...

I don't remember seeing this before.
I don't think I currently have a way to incorporate that into the calculations... 😢

That's really not necessary.

The discounts are clearly aimed at high volume traders. To incur €1,000 of transaction fees, one would have to trade € 1M in the last four quarters (Rabobank transaction fee is 0,1%). This would give a 5% discount. It does not seem like it would make any dent for Boglehead-style investors.
