* enable legion attaching projection functors to tasks
* add partition by domain creation
* enable passing future maps to tasks
* patch a case in mapper's instance manager for sparse instances
* patch a case in mapper where it assumes number of created tasks is
  equal to the number of processors.

Most of these changes are written by Wonchan.
Remove the heuristic that maps explicit copies in GPU memory
to get sidestep GPU indirect copy performance problem.
This addresses some control replication violations
