Use the proxytype plugin for mypy testing directly from pypi rather than carrying around our own copy.
Use the new preoccupied.koji-typing (wip, still from git) to satisfy a dependency on the koji typing definitions.
Do not merge this unless koji-typing is released to pypi (which is still questionable).
All in all, this is very experimental.
Luckily this is all test-time only, and so the distribution itself will not change.
