When emitting IR with constants by using
--EmitONNXIRetc., we got memory and disk pressure especially in large models. In mistral-7b model, the IR size is about 50GB.This PR provides an option to emit only IR without constants (.tmp file). This option works with emitting IR options such as --EmitONNXIR and --EmitMLIR.
