I would prefer using CMAKE_INSTALL_LOCALEDIR iff LOCALEDIR is undefined. Is CMAKE_INSTALL_LOCALEDIR defined on all platforms (especially Windows)?

@ooxi yes, it is defined unconditionally on all platforms: https://github.com/Kitware/CMake/blob/master/Modules/GNUInstallDirs.cmake
