chore(deps): update dependency webpack-dev-server to v5 #5292

Supersedes #5269

  • checked the webpack-dev-server changelog and confirmed the breaking changes do not affect us
  • ran the dev servers locally after the upgrade to confirm they at least boot up fine
  • updated the same dependency in the examples folder

Here is git diff <mybranch> renovate-bot/renovate/webpack-dev-server-5.x if anyone cares.
