[CI] Refcache refresh + update to ecosystem pages and list entries #5940

Contributes to [CI] External link checking improvements for 24H2-25H1 #5017
Refreshes some refcache entries
Resolves 404 entries, in particular:
- Replaces https://community.cncf.io/end-user-community with path to our local page /community/end-user/
- Updates Observe Inc's link to OTel (I've emailed their support team to inquire about the current link's 404 -- cc'd @svrnm).
Fixes community.cncf.io/end-user-community yields 301 then 404 #5939
