feat: Allow specifying a version when loading a v2 XBlock

This updates the v2 XBlock python APIs so that they can load the latest draft version of an XBlock, or the latest published, or a specific version. Before this, they could only load the draft.

Testing instructions

1. Create a block that says "this is the published version". Publish it, then edit it to say "This is the draft version".
2. Open that block's embed view in both the CMS and LMS. e.g.
   • http://studio.local.openedx.io:8001/xblocks/v2/lb:OpenCraftX:ALPHA:html:73a22298-bcd9-4f4c-ae34-0bc2b0612480/embed/student_view/
   • http://local.openedx.io:8000/xblocks/v2/lb:OpenCraftX:ALPHA:html:73a22298-bcd9-4f4c-ae34-0bc2b0612480/embed/student_view/
   • Those are two working examples for me, but you'll need to substitute the ID of a block on your system.
   • You should see different versions.
