Python 3.8 is going out of support and many package base requirements will not build with python 3.8 moving forward.

I can verify this is working with latest edx-platform (workflow run on my fork: https://github.com/brian-smith-tcril/openedx-translations/actions/runs/10728470735/job/29753087468)
I only ran the workflow for the one repo this time as openedx/course-discovery#4429 isn't yet passing CI.
I believe we should merge this PR and the remaining extraction issues can be addressed in their respective repos.
