If a layer is in multiple topics (because it's extended in multiple topics like e.g. here
BesitzerIn) it should provide all the possible topics. In case the project is optimized (see opengisch/QgisModelBakerLibrary#61) then only the relevant topics should be provided.This resolves #827 and requires opengisch/QgisModelBakerLibrary#67
