I created this PR to fix the failing GitHub Actions.## Description
This PR fixes the failing GitHub Actions run by adding a check for the Contributor License Agreement (CLA) in the workflow. If the committers of the Pull Request have not signed the CLA, the workflow will fail and provide instructions for signing the CLA.
