Requirements

Summary

This pull request adds French and Spanish translations for the admin apps. It aims to improve the accessibility and usability of our admin interface for users who prefer these languages.

@icrc-jofrancisco Would you be able to look into the test failures? I don't really see why this would cause them, but they seem to be persistent.

Thanks, @icrc-jofrancisco. The source of truth for managing these translations is now Transifex. It'd be ideal to ensure they get there. Merging this in for posterity.
