refactor: implement the new design for implementer tools

updated the current implementer tools UI
(its still show because we have to redisplay the home when the collapse button is clicked)

I'm sorry @jnsereko , thank you for putting the work into this, but these designs were my mistake. @ibacher and I are agreed at this point that the wrap-around design is not worth the trouble. Hopefully we will eventually get new designs for the implementer tools in the popup style.
