FM2-594: Add support for XML patching operations - Person Resource

Description of what I changed

This ticket introduces integration tests for XML PATCH operations on the Person Resource.

For example the xml document below should be supported:

<diff xmlns:fhir="http://hl7.org/fhir"> 
      <replace sel="/fhir:Person/fhir:gender/@value">
         female
      </replace>
</diff>
