Are we still targeting this for 2.17?
If yes please feel free to add this plugin to the appropriate manifest so that we can start building in the nightly builds. Sample PR: #4852

I suspect that we won't be adding UBI to the distribution in 2.17.

I am under the impression that we'll be doing that later in the year (maybe 2.18?).
