  1. Remove the stable/reef branch metadata 

    The ceph projects are currently pivoting to a "push reef/x from
master" branch <-> channel strategy, so this patch removes the
stable/reef repo rules metadata as it won't be used until a stable/reef
branch is created in the repos.
