AO3-6755 Remove public/tolk directory and stylesheets as no longer used

Remove public/tolk directory and stylesheets as no longer used and tolk was removed in an earlier PR.
I was unable to assign the issue to myself on JIRA.

Purpose

Removed the public/tolk directory and the stylesheets public/tolk/reset.css and public/tolk/screen.css

Testing Instructions

Just removing unused CSS stylesheets. Nothing to test.
