Remove public/tolk directory and stylesheets as no longer used and tolk was removed in an earlier PR.

Purpose
Removed the public/tolk directory and the stylesheets public/tolk/reset.css and public/tolk/screen.css
Testing Instructions
Just removing unused CSS stylesheets. Nothing to test.
