Thanks for writing this! I'll tinker with it today. On the face looks like it supersedes slapdash script in #2868. Might add some logging messages based on information I want to see in realtime. Refs #2867.

When testing pd endpoints, we may want to test many long-lived
connections, *or* we may want to simulate many clients requesting the
entire chain history, as though running `pcli view sync` for the first
time.

A while back we ported most of the bins to use the
TendermintProxyClient, but neglected to update the measure tool.
This resulted in some perplexing results until I realized I was
talking to my local devnet's pd, but expecting to find as many blocks as
on the public testnet.
