chore: update chain id, allocations for testnet 58 #2900

A few changes beyond the usual "new-testnet":

  • updates address for @conorsch
  • added allocation for @cronokirby
  • added allocation for @grod220
  • updated historical discord allocations
  • increased team allocations for test_usd 1k -> 500k

The last change enables anyone performing a release to open a large position on the new testnet with:

pcli tx lp replicate xyk penumbra:test_usd 20000penumbra --current-price 20

which requires at least 400000test_usd.

Refs #2888.
