Added basic support for checking RDS connection counts with warning and critical high watermarks.
Sadly we are unable to get the maximum connections (and as such, calculate an overall utilisation percentage) due to that data not being pollable via the AWS CLI.
This should be sufficient for most people to keep an eye on their RDS instances with Nagios-based systems though.
