qa/admin/package-lists/CentOS+7+x86_64: re-instate python-devel

From the comment ... python-devel is NOT really needed as we're building with Python 3.6.8 or later, but we have a configure/specfile issue that demands python-devel for the build if BOTH Python 2 and Python 3 are installed on the build platform
