barman-docs-rewrite

New barman docs site using mkdocs/material.

ToDo:

• Confirm steps in Getting Started.

• Confirm any general limitations to expose in Requirements/Limitations.

• Confirm command categories in index.

• Get definition of "hook script" and add a "when to use" section.

• WAL-archiving/replication section consolidation.

• Integrate the new /docs into existing barman repo.

• Modify github actions as needed to accomodate without breaking.

• PDF build still needed?

• pandoc still needed?

• new branding logo at footer?

• new branding color to header bar?
