feat: Upgrade upstream Terraform provider to v1.19.0 (#5)

* feat: upgraded upstream provider to v1.19.0

* test: added provider/naming_test.go to test naming strategy

* build: fixed creating of upstream directory in Makefile

* chore: recreated language SDKs
