Bump jacoco-maven-plugin to 0.8.12 to fix warnings with Java 21

There were more than 100 warnings with stacktraces saying java.lang.IllegalArgumentException: Unsupported class file major version 65
Jacoco supports Java 21 starting with 0.8.11, experimental support was added in 0.8.9 - https://www.jacoco.org/jacoco/trunk/doc/changes.html

Quarkus platform BOM doesn't handle plugin management, so this version needs to be upgraded explicitly.
