[Why] The AWS ECS cluster name must match the regex `[a-zA-Z][-a-zA-Z0-9]*`. Underscores are forbidden. [How] Like '.' was converted, we convert '_' to '.' using Bash parameter expansion. (cherry picked from commit b3dac51)
