This PR adds a reusable pipeline to reduce code duplication across our acceptance testing, in various repositories:

• mettle
• metasploit-payloads: Adds a reusable pipeline for acceptance testing metasploit-payloads#728
• metasploit-framework (pipeline will reside in this repo): Adds a resuable pipeline for acceptance testing metasploit-framework#19564
