maxWaitTimeInMins: Maximum time to wait for the job to be picked up by an ACCELQ Agent. Default is 15 mins

Added support for StepFailureThreshold

StepFailureThreshold - Allows you to setup your own condition when you wish a run to be considered as pass or fail. For example if 50% of testcases fail in an ACCELQ job then you might want to mark it as a failure else not.
