Overview
In order to have a consisten PR format we can use a PR template
Code changes
This PR adds a single file in
.githubcalledpull_request_template.mdwhich contains default skeleton content for our PRs. I'm happy for people to amend or improve this if they wish.Documentation changes (done or required as a result of this PR)
No doc changes have been made as the documentation site is in the middle of being moved into the main E12 repo.
