Right now we get a 500. See by visiting: https://reinvestin.us/d/asldfkj

Make unknown district slug return 404, not 500
Implement a nicer 404 page (right now it's the Rails basic, see https://reinvestin.us/asdfl)

PR #100 - could use approval on the copy especially and whether it made sense to keep the same top bar as the about page
