This PR adds metadata parsing functionality to the Scicat operation. It adds a metadata class and one example metadata parser (a csv parser), as well as an option in the gui to manually add metadata.
This is still a draft because it requires the instrument dict and preferences added in #217 in order to parse metadata from files.
