Bump Workbench to 2024.09.1

I think we'll want to wait until the 2024.09.1 images are available before merging this one. Those images should be built once rstudio/rstudio-docker-products#865 is merged.

@jforest I think once rstudio/rstudio-docker-products#865 is merged in, those images should be built and the tests shouldn't fail anymore
