Update the reqs for Scrapy 2.12.0.

Hello! We released Scrapy 2.12.0 so I've updated the reqs file, please let us know if any other changes are needed.

This needs scrapinghub/scrapinghub-entrypoint-scrapy#87 first, right?
Also, it seems it needs to be its own branch, not a merge to branch-2.11. Not sure how it's handled in PRs though.

Just a push of a new branch, in this case called branch-2.12. There CI build will create a 2.12-latest tag but the stack is not considered released until we (manually) push the 2.12 and 2.12-YYYYMMDD tags.

I've taken this commit and pushed it to a new branch along with the update to the entrypoint package: https://github.com/scrapinghub/scrapinghub-stack-scrapy/tree/branch-2.12.
