Assorted fixes for Sepolia launch

So far:

• fixed bad link in article
• fixed footer link pointing to guide.scroll.io
• fix left nav links
• fix homepage quickstart links
• Fixed styling/layout changes from page to page (going from Building on Scroll to Transaction Fees on Scroll can cause nav to shrink in some widths) [may break some grid expectations, but they seem to have already been broken and I think we'll need to revisit this wholistically for Mainnet if it's a concern]
