[Chore] Add hacks for nix build

Problem: `octez-protocol-compiler` requires
some docs files for `octez-libs` to be present.
Also, `tezos-event-logging` is undiscoverable for
some reason.

Solution: Add dummy docs and provide exclidit opam file.
