Depreciates Redundant Wing Maintenance SMES Units (Aurorastation#19757)

The Port and Starboard Wing maintenance substations both currently only
actually supply one APC each, making them an unnecessary load on the
main grid at best, redundant at worst.

So this PR essentially gets rid of them while following the spirit of
the Leviathan's removal and leaving their little rooms just looking
dilapidated, befitting a proper amount of soul that an abandoned bit of
maintenance equipment deserves.
