- tagIds preserved in VoteEvent, ScoreEvent, and EffectEvent to keep compatibility with GlobalBrain service
- tags only kept in interface to GlobalBrain service - tag routes still to be removed

- clear EffectEvent and ScoreEvent tables - delete duplicates from Vote table - VoteEvents need to be replayed after this migration
